Facility Studies Southern Management Group shall conduct a study including demographic studies, review of the physical conditions of all schools, review of all Mechanical Systems, evaluation of technology systems, and appraisal of current code compliance, review of site conditions and an assessment of the suitability of how the current or proposed fits the districts' needs.

Pre-Bond Referendum Services Southern Management Group shall assist the district by validating and informing the public about the cost of the building program through public forums and community education.

Program Management Plan Southern Management Group shall prepare a Program Management Plan for the Building Program. In preparing the Program Management Plan, Southern Management Group shall consider the Owner’s schedule, cost and design requirements for the Building Program. Southern Management Group shall then develop various alternatives for the sequencing and management of the Building Program and shall make recommendations to the Owner.

Design Professional Orientation/Coordination Southern Management Group shall conduct, or assist in conducting, a Design
Professional orientation session during which the Design Professional shall receive information regarding Building Program, schedule, costs and administrative requirements. In addition, Southern Management Group shall coordinate the Design Professional’s design, at the Owner’s request. The Owner shall retain all final design approval rights.

Site Selection Input Southern Management Group shall assist the Owner, where required, in analyzing the various sites that
are being considered for the projects under the Building Program. Site selection analysis by Southern Management Group shall consist of constructability and overall unique development costs attributable to each site.

Master Schedule In accordance with the Program Management Plan, Southern Management Group shall prepare a Master
Schedule for each component of the Building Program. The Master Schedule shall specify the proposed start and finish dates for each contract.

Construction Market Survey Southern Management Group shall conduct a Construction Market Survey to provide current
information regarding the general availability of local construction services, labor, material and equipment costs and the economic factors related to the construction of the Building Program.

Building Program and Construction Budget Based on the Program Management Plan and the Construction Market Survey, Southern Management Group shall prepare a Building Program and Construction Budget for the Building Program.

Cost Analysis/Value Engineering Southern Management Group shall analyze and report to the Owner and the Design
Professional the cost of various design and construction alternatives. As a part of the cost analysis, Southern Management
Group shall consider costs related to efficiency, usable life, maintenance, energy and operation.

Management Information Systems (MIS)

Establishing the Project MIS Southern Management Group shall develop a MIS in the form ofa project manual in order to
establish communication between the Owner, Program Manager, Design Professional, Contractor and other parties in the
Building Program. In developing the MIS, Southern Management Group shall interview the Owner’s key personnel and
others in order to determine the type of information for reporting, the reporting format and the desired frequency for
distribution of the various reports.
